With the central objective of protecting users and minimizing the impact on the energy service caused by extreme weather events, natural disasters or major technical events, the Association of Electric Power Distributors of the Argentine Republic (ADEERA) announced the official launch of the ARC Protocol (Reciprocal Assistance in Contingencies).
This initiative establishes, for the first time, a formal and collaborative framework among the country's electricity distributors. The protocol defines the procedures for requesting, coordinating, and providing assistance between companies in cases where a contingency exceeds a distributor's operational capacity to expedite the restoration of public service.
The user at the center
Climate change has intensified the frequency of severe storms, extreme heat waves, and strong winds that damage high- and medium-voltage power lines. In these scenarios, speed of response is vital. The ARC Protocol's main objective is to strengthen the energy sector's response by guaranteeing assistance during unusual events.
"With the ARC Protocol, we are taking an important step in coordinating the sector, establishing a clear framework for assistance between distributors. This allows us to improve our response capacity to severe events and act more efficiently in restoring service," highlighted Gabriel Scorolli, Coordinator of the Technical Maintenance Commission of ADEERA, who spearheaded the initiative.
24-hour logistics
To ensure that the aid does not remain just on paper and translates into real solutions on the public road, they established the following operational and coordination guidelines:
:
- Designation of operational contacts with permanent availability: responsible for managing assistance requests.
- Application and response procedures: including identification of required resources and assessment of availability by the distributors.
- Centralized coordination: ADEERA will function as the intelligent node that will receive alerts, assess the volume of damage, and coordinate which companies have the logistical capacity to send technical support.
- Financial transparency: to provide predictability to the market, the protocol sets clear rules for reimbursement of travel expenses and operating costs between companies within 30 days after the emergency.
The objective of the assistance
The ARC protocol, which is voluntary, stipulates that mutual assistance will remain active until normal service operations are restored, risks to public safety are mitigated, and a technical closure assessment is completed. Subsequently, the companies will meet in committee to evaluate performance and further improve response times for the future.
Previously, collaboration was spontaneous, and there has been precedent among Adeera's member distributors. Today, with the launch of the ARC Protocol, the electricity distribution market in Argentina is taking a formal step, demonstrating that the sector's commitment to service and cooperation are powerful tools for safeguarding the well-being of the end user.
