Starting at 3 PM today, the Minister of Energy and Mining, Juan José Aranguren , and the Undersecretary of Renewable Energy, Sebastián Kind , revealed in a press conference who were the winners of this Round 1 of the RenovAr Program.
The big winner was Jujuy, which through its state-owned company JEMSE was awarded 300 MW of solar power, along with the Chinese companies Talesun, a manufacturer of photovoltaic panels, Shanghai Electric Power Construction, belonging to the Power China conglomerate, and the banks Exim Bank and ICBC.
These are the Cauchari 1, 2 and 3 projects, each of 100 MW, for which they offered a price of 60 dollars per MWh.
Fieldfare was also a winner in that category, and together with Isolux they were awarded the "La Puna Solar Project" in Salta, for 100 MW.
They offered a price of $58.98 per MWh, ranking behind JEMSE due to timing and national integration issues.
In an interview with energiaestrategica.com, Kind explained that it was decided to award an additional 100 MW for solar energy and another 100 for wind energy because the remaining technologies (biogas, biomass and mini-hydro) did not meet the quota offered.
Indeed, 66 MW were divided equally between wind and solar energy.
" An article in Resolution 105, published last week before the prices were known, states that if a certain power level is not reached in subsequent bids , the process moves to a previously offered level, and that is what we have done ," Kind explained.
Indeed, the national government awarded 400 MW of solar power (instead of the 300 MW tendered) and 708 MW of wind power (as opposed to the 600 MW auctioned).
When asked about the energy sources lagging behind in this first bidding round, the Undersecretary of Renewable Energy stated that they are " working to improve the conditions ."
" Ten months ago, such a tender was unthinkable, and we did it in ten months. With time, we will provide greater guarantees for the rest (of the technologies)," the official assured.
In total, 1109 MW of renewable energy from 17 projects were awarded, representing 3970 GWh/year, 2.9 percent of the National Electricity Consumption.
Round and a half (1.5) During the press conference, officials announced a new bidding process for projects that were submitted in this first auction and were left out.
In other words, those who did not qualify in the technical or economic bid, and those who were not awarded the contract due to competitiveness issues, will be able to participate in this new tender.
The tender document will be available from October 28th.
In total, 400 MW of wind power and 200 MW of solar power will be auctioned in this new Round 1.5.
Regarding wind power projects, 100 MW will be allocated to the Comahue Corridor, 100 to Patagonia, 100 to Buenos Aires and another 100 MW to the rest of the country.
In solar, 100 will be allocated to projects in the NOA and another 100 to remaining nodes.
Thus, the authorities will aim for a regionalization of projects.
" We are aiming for this to be a more federal bidding process than the first one was ," Kind emphasized.
Indeed, companies are invited to make a new offer "for the lowest price between the Offered Price and the Maximum Award Price."
In other words, the cut-off price for solar will be $59.75 per MWh and for wind power $59.39 per MWh.
It should be clarified that the projects submitted must have connection capacity; changes to the technical proposals already qualified in Round 1 will not be allowed; a new Annex 3 will be published with Interconnection Point (IPP) capacities and applicable limitations; changing the bidder as well as the strategic partner will be allowed.
The presentation of these new offers will take place on November 11.
The economic proposals will be opened on the 23rd of that month, and the projects will be awarded two days later.
A new tender, Round 2, is scheduled for May 2017.
