Argentina 's Wholesale Electricity Market Management Company (CAMMESA) has opened a new round of bidding for the Renewable Energy Term Market (MATER) for the fourth quarter of 2025 , but the scenario presents serious limitations: only 50 MW are fully available for unrestricted energy evacuation. This capacity is exclusively limited to the corridor formed by Misiones, NEA, and Litoral regions , according to Annex III published on CAMMESA's official website.
While the remaining capacity is under Reference A modality, which implies the possibility of up to 8% curtailment in generation until the necessary transmission infrastructure is enabled. Under this restricted modality, CAMMESA details three corridors with assignable transmission capacity:
- Patagonia, Buenos Aires Province : 190 MW available and an additional 200 MW if the projects are solar.
- Cuyo NOA Center : Just 32 MW exclusively for wind power applications
- NEA Litoral Missions : Up to 475 MW .
In the event that demand exceeds available capacity,
CAMMESA will publish on February 3rd which projects will be subject to a tie-breaking mechanism, while the winners will be announced on Friday, February 13th . A critical point of the call for bids is that projects submitted under restricted capacity will not be able to effectively use dispatch priority if the corresponding electrical infrastructure is not operational. CAMMESA indicates that, in such cases, the granted dispatch priority cannot be implemented until the corresponding commercial operation is completed , and emphasizes that it is the sole responsibility of the project to address evacuation risks or commercial operation issues. Among the key infrastructure projects considered are the Ampajango 220/132/33kV substation , the Nueva San Juan Sur substation, the Second San Juan 500/132 kV transformer , the Chamical-Rioja Sur , Nonogasta Solar-Malligasta 2 , and Santiago Sur-Bandera transmission lines, the Maranzana II-Promaiz transmission line , the Villa Mercedes Sur-San Luis Industrial Park transmission line, and the Ullum Costanera-San Juan solar substation , among others. Historical Impact of the MATER and Actual Operation: CAMMESA's latest report on the status of the MATER reveals sustained growth in awarded applications, but also a significant level of operational constraints. In total, 136 projects have been awarded with dispatch priority, totaling 6,019.7 MW , of which 96 belong to the MATER Pleno (3,726.5 MW) and 40 to Reference A (2,293.2 MW) .However,

In addition, there are 3015 MW awarded through projects with associated transmission works or increased demand in accordance with Resolution SE 360/23 , a methodology that has grown in stages while the sector awaits the tenders for private concession of the electric transport works. It's worth remembering that Argentina's Energy Secretariat has designated AMBA I, the Río Diamante-Charlone-O'Higgins line, and the Puerto Madryn-Choele Choel-Bahía Blanca line as the first three transmission projects to be awarded to the private sector through a national and international bidding process for companies with the technical and financial capacity to carry out the projects. Tettamanti estimates the AMBA I transmission tender will take place in the first quarter of 2026. The downside of the CAMMESA report is that 3,357.4 MW of allocated capacity have been withdrawn, as companies have relinquished their allocations since the implementation of the payment scheme for maintaining priority. This data reveals significant financial and technical pressure on the projects , in a context where the availability of free and unconditional capacity is increasingly limited.
