The Mexico, Climate and Energy Platform shared the document " Implications of the cancellation of the first long-term auction of 2018 ", prepared by "Fresh Energy Consulting", a company with extensive technical, regulatory and commercial experience on the Mexican electricity market and which has closely followed the auction process since its beginning in 2015.
The document details the importance of this mechanism implemented as a result of the Energy Reform and the negative effects that its cancellation would have.
"The Long-Term Auctions were created with the objective of facilitating CFE SSB's contracting of its products at the most efficient and competitive prices in the market.
Thus, Long-Term Auctions are, by law, the only mechanism that CFE SSB has to establish new Electricity Coverage Contracts for the acquisition of its products, including CELs," introduces the executive summary of the cited report.
Additionally, it is indicated that these would help the country to meet its international commitments regarding the NDCs, whose goals indicated achieving a reduction of its Greenhouse Gas (GHG) emissions by 22% by 2030 - based on data collected from 2013 and that with the Energy Transition Law (LTE) the following values were incorporated as a minimum participation goal of clean energy in the generation of electricity: 25% by 2018; 30% by 2021 and 35% by 2024.
However, failing to meet that commitment would not be the only thing that would be violated by not reactivating long-term electricity auctions.
"The cancellation of the Long-Term Auctions has significant impacts not only from the perspective of meeting clean energy goals, but also from an economic point of view," it explains.
From there, the document indicates the following implications:
CEL Shortage: Due to the cancellation of the SLPs, and in the event that there is not a sufficient volume of CELs in the CEL Market, compliance with the incremental CEL requirements from 2021 onwards will not be possible.

Capacity deficit: in the scenario where CFE does not develop the clean capacity established in PRODESEN, the volume that the private sector would have to develop to meet the clean energy goals for 2024 would be around 10 GW.
Impact on the final electricity tariffs of the Basic Supply: the non-continuity of the SLP would limit the positive effect (in the form of price reduction) of the SLP on the generation costs of CFE SSB and therefore on the price to the end user (⬦) also a greater stability of them (by reducing the dependence on fossil fuels, with a lot of volatility), an important aspect from the point of view of consumption.
Impacts on Investment: the paralysis of the SLP, it is estimated that Mexico would stop receiving an accumulated investment amount of approximately 8.2 billion USD until 2024.

Impacts on Gross Domestic Product: As a consequence of the cancellation of the Long-Term Auctions, it is estimated that Mexico would stop receiving approximately 8.2 billion USD in investment until 2024.
Based on these amounts, it has been estimated that the investment would have an approximate impact on the national GDP of up to 11 billion USD (1%).
Impacts on job creation: up to 16,100 direct jobs would be created during construction, 860 direct jobs during operation, as well as more than 35,000 indirect jobs, which represents a total of more than 54,000 jobs in total.
"According to the analysis in the report, not continuing the SLP limits CFE SSB's ability to contract the necessary products, generating uncertainty about compliance with its coverage requirements and, in the event that there is no liquid, deep and sufficiently large CELs market, also a lack of CELs."
It is estimated that CFE SSB could have an accumulated deficit of up to 46 million CELs by 2024 and be subject to the penalties established in the regulation.
"Similarly, it has been estimated that, without the SLPs, around 8 GW of clean capacity could not be incorporated into the energy matrix by 2024, which would generate a significant loss of national and foreign capital (around 8 billion USD) and the loss of up to 16,100 direct jobs in areas that generally have less development and infrastructure.
"Additionally, without adequate mechanisms to provide investors with certainty about their long-term income, it is estimated that the incorporation of 10 GW of clean capacity by 2024 will not be possible, a capacity necessary to meet the clean energy goals according to PRODESEN 2019-2033," the document concludes in one of its sections.
