Celsia , the energy company of Grupo Argos, is strongly committed to the energy transition in Colombia and as part of this is developing photovoltaic solar projects with storage at various scales.
These initiatives under development add up to more than 300 MWh of battery capacity and 270 MWp of solar energy. "We are awaiting regulatory adjustments that are key to fostering and generating greater incentives for these types of initiatives."
“This could significantly increase the country’s energy storage portfolio,” stated Gabriel Salazar , Energy Storage Leader at the firm. In an interview with Energía Estratégica , the executive detailed what he considers to be the four priority measures that should be taken to accelerate investments in energy storage:
- Define the role of storage within the regulatory framework, clearly establishing whether it is considered part of generation, transmission, or distribution.
This would allow for the design of clear fiscal, tariff, or contractual incentives that promote the adoption of batteries and facilitate their integration into existing and future projects.

Eliminating it would maximize the use of existing infrastructure.
As he explained, this would involve recognizing and rewarding their ability to alleviate network constraints, stabilize prices, and avoid costly investments in infrastructure expansion.
These modifications would broaden the revenue streams for storage projects, improving their economic viability and encouraging greater participation in the operation of the electricity system.
If so, the future scenario will be much more dynamic for project development,” he emphasized.
Salazar Vale points out that the Colombian regulatory framework has shown concrete progress for this technology. In July 2025, the
Resolution 701 095 established a transitional process to facilitate access to the network of projects with storage, reducing barriers and simplifying procedures.Furthermore, at the beginning of this year, the review of the
UPME Resolution 528 of 2021 to adapt the transport capacity allocation criteria to hybrid projects without requiring modifications to previously approved capacity. These changes respond to the need for flexibility and speed in battery integration, aligning with the priorities set out by Celsia.
Applications and strategic value Celsia's portfolio integrates solar + battery hybridization for industrial customers, where self-consumption capacity can increase from 25-30% to almost 60%.It also displays
Standalone systems , with 2- and 4-hour configurations, provide grid support in critical areas such as the Colombian Caribbean, reducing solution times from 4-5 years to just 1-1.5 years. Salazar emphasized that for the company, storage not only enhances renewable energy projects but also operates as an autonomous resource capable of providing frequency regulation , operating reserve , peak demand management , and grid contingency support . These capabilities, he said, are key to increasing the stability and reliability of the Colombian electrical system and align with Celsia's vision of leading innovative solutions that strengthen the country's energy transition. The 300 MWh of batteries will support the goal of having 1 GW of solar and wind energy operational in Colombia by 2027.
