The Energy and Gas Regulatory Commission (CREG) announces a new advance in the regulatory harmonization project for the interconnection of Colombia and Panama, a process that is being carried out together with the National Authority of Public Services of Panama (ASEP).
This refers to the publication of Supplementary Agreement 001, which establishes the framework for the remuneration scheme for the interconnection between the two nations. This scheme reduces the uncertainties associated with congestion rents between markets, thereby strengthening the predictability of project revenues and, consequently, facilitating its financial viability.
According to the entity's executive director, Adriana Jiménez Delgado , "with the foundations of the agreement signed between entities of both nations in 2025 and with this new effort, the CREG and the ASEP will continue to promote detailed regulatory harmonization work in each of the countries to strengthen the progress of interconnection through regulations that continue to provide the necessary guidelines for this progress to continue."
The agreement in question was finalized after four months of work, during which an initial proposal was submitted for public consultation. After receiving feedback from the public, each comment was analyzed, evaluated, and incorporated into the final supplementary agreement.
This effort is part of various approaches between Colombia and Panama, which have resulted in an agreement between the Ministries of the sector of both countries in June 2021 and a subsequent agreement of regulators that took place last year and focused on moving efficiently forward in a regulatory agreement that gives the right signals for the interconnection between both countries to become a reality.
“We will continue to move forward with the roadmap that will allow for the interconnection between Colombia and Panama. These efforts will be guided by the principles of seeking efficiencies, achieving economies of scale, and maximizing benefits for both countries,” added Antonio Jiménez Rivera , the expert commissioner leading this process.
