Energía de Entre Ríos SA (ENERSA) opened Public Tender No. 2026-1565 to incorporate a BESS system in Federación , in a new sign of progress in storage within provincial distribution networks.
The project will be installed in the Federación Industrial Park , in the same area where the backup generator sets are currently located. The goal is to add an alternative to cover seasonal peak demand and reduce dependence on emergency power generation based on fossil fuels.
As a design reference, the tender specifications contemplate a power of around 2.3 MW and an accumulated energy close to 13 MWh , although ENERSA clarifies that these values are indicative and that the bidder must carry out the final sizing of the solution.
The system will be standalone , connected to the 13.2 kV grid, and will primarily operate to support demand during peak load periods in the area. The planned operating regime will be predominantly seasonal.

The tender includes not only the batteries, but also PCS, transformer center, energy management system, plant controller, auxiliary services, protections, communications and all the equipment necessary for the BESS to operate in an integrated manner.
In terms of technology, ENERSA requires LFP cells —lithium-iron-phosphate— and a minimum lifespan of 8000 cycles , under the operating conditions declared by the manufacturer.
The document also focuses on the system's ability to provide services beyond simply displacing energy.
The required functions include active and reactive power regulation, voltage and frequency control, auxiliary network services, and grid-forming operation.
In addition, there is one of the most important requirements for network backup: the system must be able to perform a black start , that is, to power sectors of the network without initially depending on an external source.
The design must also allow independent operation of the different racks or battery groups, in order to partially sustain service in the event of localized failures and facilitate maintenance tasks.
Offers valid until October and 180 days for delivery
The contract includes the supply, transport, commissioning and warranty of the complete system.
Interested companies must submit their bids by 10:00 AM on October 16, 2026 , while the opening ceremony is scheduled for 11:00 AM on the same day.
Once the contract has been awarded, the supplier will have 180 days to deliver the equipment.
The service guarantee will be for 24 months , while the offer must remain valid for 90 days from the opening act.
With this process, ENERSA incorporates storage as a concrete network operation tool , not only to cover peak demand but also to provide flexibility, backup and recovery capacity in the face of contingencies.
The Federation project thus appears as a relevant case within the advancement of BESS in Argentina: an application directly associated with distribution, quality of service and partial replacement of thermal backup, with technical requirements of systems capable of actively interacting with the network.
