The Vice President of the Government and Minister for Ecological Transition and the Demographic Challenge of Spain, Sara Aagesen , announced the proposed provisional allocation of 670 million euros corresponding to several lines of aid from the Recovery, Transformation and Resilience Plan (PRTR) for the development of offshore wind and marine energies, pumped hydroelectric plants, renewable value chain, sustainable mobility and electricity and heat production from renewables.
“This government’s commitment to the energy transition has always been unwavering. Once again, we face another challenge, which further reaffirms our commitment and that of Europe. A commitment that allows Spain to be an engine of growth, job creation, and well-being. Spain is not only not late to this great opportunity, but it also holds a privileged position, which we will continue to leverage,” the Vice President emphasized.
All PRTR helplines are managed by the Institute for Diversification and Energy Saving (IDAE), an agency attached to the Ministry for Ecological Transition and the Demographic Challenge (MITECO).
Industrial development in key ports
The ports of Gijón, Las Palmas, Tarragona, Castellón, and the consortium formed by the ports of A Coruña and Ferrol-San Cibrao are the proposed beneficiaries of the PORT-EOLMAR program , aimed at strengthening logistical capabilities and the national value chain for the manufacture and assembly of offshore wind turbines and other marine energy sources. According to the provisional resolution, they will receive €212 million , distributed as follows:

These ports must also submit an industrial project linked to the development of the marine renewable energy value chain, committing to an investment comparable to or greater than the aid requested by the beneficiary entity and with a duration of at least 10 years. They will be promoted by private operators who will obtain their corresponding concession titles through competitive bidding processes.
The ultimate goal is for the selected projects to become a logistical base during the construction, assembly, commissioning, repair and maintenance phase of future offshore wind farms and other marine renewable energy components, creating berth lines and work surfaces suitable for the operations of large ships and for wind turbines, components and floating and fixed platforms of large dimensions, as well as for all the logistical machinery necessary in the different phases of these processes.
To this end, each eligible action has been required to meet certain capacity requirements for minimum length of berthing line, draft at the dock (and in the navigation channel) and minimum associated esplanade area, which allow for the manufacture, assembly and transport of marine wind turbines for the development of offshore wind farms in Spain, with the possibility of export to other markets.
More funds for pumped storage
The budget for the second call for proposals for innovative pumped-storage hydro energy storage projects (BORALMAC II ) has been increased by €75 million, bringing the total funding for the program to €165 million , in response to the volume of applications. A total of seven projects have been selected: two in Galicia, two in Asturias, and one each in Andalusia, Extremadura, and Catalonia.

This second BORALMAC call continues the path started with the first call , endowed with 100 million and awarded to four projects with more than 2 GW of new hydro storage capacity.
Renewable value chain
The program of aid to strengthen the industrial value chain with clean technologies and its key components also continues, whose second call grants 165 million to 41 projects spread across 12 autonomous communities, among which the Basque Country stands out, with 17 projects.
Among the projects provisionally benefiting from Value Chain 2, those related to batteries and energy storage stand out (11), followed by projects of technologies linked to the electricity grid (10), wind and marine renewables (7), hydrogen (5) and solar (4).
The aid allows support for both expansions of existing plants and new plants, among which a project in the category of batteries and energy storage in the community of Navarra stands out, with aid of 81 million.
More than 3,000 charging points for electric vehicles
Other lines of aid correspond to two Moves programs: Moves Corredores , which includes in the provisional proposal more than 97 million for 337 projects in which 2,880 charging points will be installed on the main communication routes of the country, and Moves Flotas Plus , where 20 companies benefit with almost eight million for the acquisition of more than 3,700 vehicles and the installation of almost 300 charging points.
Finally, €21 million is proposed for 12 projects and initiatives for the production of electricity and heat from renewable energy sources to replace production from fossil fuels ( Renocogen ). These are located in Navarre (3), the Basque Country (2), Andalusia (1), Castile-La Mancha (1), Castile and León (1), Valencia (1), Extremadura (1), Aragon (1), and Cantabria (1).
