Spain has managed to place two projects among the five European hydrogen initiatives selected to receive Project Development Assistance Plus (PDA Plus) , the support program aimed at mature proposals seeking to overcome the feasibility phase and move closer to the final investment decision (FID).
The selected projects are Eco2Fly , promoted by Eco2Fly Power, and Barcelona Large Scale Electrolyzer , developed by HyMet Barcelona. With this double selection, Spain becomes the only country to have more than one initiative in the advanced category of the second call for proposals from the Hydrogen Valleys Facility.
The other three selected projects are located in Ukraine, Norway and Croatia: Black Sea Energy and Transportation Hub, HYVARD–Southern Norway Hydrogen Valley and POSEIDON, respectively.
Twelve weeks to bring the projects closer to the FID
The PDA Plus modality includes 12 weeks of modular assistance , compared to the six weeks of the PDA Light category, aimed at projects in early stages that still need to develop their pre-feasibility concept.

Support for Spanish initiatives will begin in September 2026, once the scope definition phase has been completed and the Collaboration Declaration has been signed.
Specialized teams from Roland Berger and Worley will work with the promoters in four areas: commercial structure, technical development, regulatory framework and governance of the hydrogen valley.

The program does not provide direct funding nor does it guarantee the construction of the plants. Its objective is to strengthen project preparation, overcome obstacles, and improve their conditions to achieve viability and facilitate a final investment decision.
Europe selects 13 hydrogen valleys
The Clean Hydrogen Partnership selected 13 beneficiaries from 12 countries out of the 23 applications submitted in its second call for proposals. Eight projects will receive PDA Light support, and five will receive PDA Plus support.
The first group includes initiatives from Romania, Cyprus, the Czech Republic, Greece, Portugal, Belgium, Luxembourg, and Finland. The selection also expands the program's territorial reach with the addition of seven countries not previously represented: Belgium, Croatia, Cyprus, the Czech Republic, Finland, Luxembourg, and Romania.
With the two calls for proposals held so far, the European initiative supports 28 hydrogen valleys distributed across 18 countries . A new call for assistance is planned for 2027.
Objective: 50 valleys operational or under construction
Project Development Assistance is one of the three pillars of the Hydrogen Valleys Facility, created by the Clean Hydrogen Partnership in 2025.
The tool is complemented by the H2V Knowledge Centre, intended for the exchange of resources and best practices, and the H2V Platform, which allows the visibility and connection of the different European valleys.
With this scheme, the European Commission seeks to accelerate the development of integrated hydrogen production, distribution and consumption projects, with the goal of having 50 operational or under-construction valleys in Europe before 2030 .
