The Government of Mexico and the French Development Agency (AFD) launched the Just Energy Transition project, which combines financial support, specialized studies and institutional coordination to support the transformation of the electricity sector.
The program includes a €100 million, seven-year public policy loan , managed by the Ministry of Finance and Public Credit. This is a budgetary support instrument for the Mexican government to back its energy priorities.
In parallel, up to €2.4 million will be allocated to twelve research and technical cooperation activities . The work will encompass long-term generation and demand models incorporating climate scenarios, as well as the analysis of financing mechanisms for transmission and renewable energy.

The assistance will also support the development of Campeche's Energy Transition Plan , with the participation of local stakeholders, civil society organizations, and businesses. This initiative is aligned with the National Development Plan and the Energy Ministry's Sectoral Program.

Local suppliers and access to energy
The social dimension of the program includes a collaboration with El Colegio de México to develop a methodology that allows identifying communities with difficulties accessing electricity and domestic fuels, and to guide support policies.
Assessments will also be conducted on working conditions and women's participation in the sector. Another focus will be evaluating the capacity of Mexican companies to integrate into clean energy value chains and expand formal employment opportunities.
For territories dependent on fossil fuels, plans are envisioned to support workforce retraining and economic diversification. Monitoring will be conducted through regular technical meetings between specialists from both countries and the relevant agencies, aimed at evaluating progress and facilitating the implementation of the studies.
