The second national auction for renewable hydrogen modifies its distribution after the departure of two projects promoted by Iberdrola and the incorporation of two other initiatives belonging to Repsol.
The Institute for Energy Diversification and Saving (IDAE) has updated the list of national projects selected by the European Climate, Infrastructure and Environment Executive Agency (CINEA) after the withdrawal of NOON II and RFNBO Hydrogen for Derivatives Production (ODIN) .
The first one had been presented by Iberdrola Clientes , while the second one corresponded to a group made up of Iberdrola Clientes and Magnon Green Energy .
The two grant applications were formally withdrawn by means of separate resolutions issued on July 15 by the Secretary of State for Energy and President of IDAE.

The withdrawal freed up part of the national budget intended to finance Spanish projects included on the CINEA waiting list.
One day later, the European body transferred to IDAE the information on ATLAS and Puertollano Hydrogen Network , both promoted by Repsol Renewable and Circular Solutions.
The initiatives had participated in the IF25 Innovation Fund auction, had agreed to be transferred to Spain, and fit within the budget released after the withdrawals.
Repsol requests 183.2 million for 62.27 MW
The largest project is ATLAS , which includes an electrolysis power of 50 MW and an offered volume of 60,634 tons of hydrogen over ten years .
Repsol submitted a price of 2.20 euros per kilogram for this initiative and is requesting a total aid of 133.39 million euros .
For its part, Puertollano Hydrogen Network adds 12.27 MW and expects to produce 22,130 tons in the same period .
Its offered price amounts to 2.25 euros per kilogram , the highest of the two incorporated projects, while the requested subsidy reaches 49.79 million euros .
In total, the new initiatives add up to 62.27 MW of power , an offered volume of 82,764 tons of hydrogen over ten years and aid of 183.19 million euros .
The list is being restructured after the withdrawals
The national mechanism allows for the incorporation of new files when one of the initially selected promoters withdraws and CINEA communicates the entry of projects that remained in reserve.
To access this route, initiatives must have validly participated in the European auction, meet its qualification and eligibility conditions, and have been excluded from funding by the Innovation Fund due to budget exhaustion.
Furthermore, they must be within the equipment authorized by Spain and have received a favorable evaluation from CINEA.
The IDAE had published the first list corresponding to this call for proposals on May 13, 2026. After learning of the withdrawals, it informed CINEA in advance on July 8 of the availability of budget to finance other projects.
The update now incorporates the two Repsol files and formally records the departure of NOON II and ODIN.
However, the agreement is a procedural step and does not conclude the grant award process. Inclusion on the list determines which projects have been selected to continue the process using the available national budget.
