The Minister of the Environment and Energy Security, Gilberto Pichetto, signed the final decree for the FER X. This action by the Minister follows the European Commission's decision on June 8 not to object to the aid measure, deeming it compatible with the internal market.
The text will be sent to the regulatory authorities and will come into force the day after its publication on the website of the Ministry of the Environment and Energy Security (MASE).
The final FERX regulations establish a maximum quota of 37.15 GW of new renewable capacity: ten are reserved for plants with up to 1 MW of power, which directly access the support mechanism, while the remaining 27.15 gigawatts are intended for larger plants, which must participate in competitive public procedures, announced by the Energy Services Manager (GSE).

It is estimated that the total power quota to be made available in the competitive procedures will be 16.5 GW for wind energy, 10 GW for photovoltaic energy , 0.63 GW for hydroelectric power and 0.02 GW for waste gases from purification processes.

The measure supports electricity generation from renewable energy plants with generation costs close to market competitiveness, through the establishment of a support mechanism. Beneficiaries include solar photovoltaic, wind, and hydroelectric power plants, as well as waste gas treatment plants.
Furthermore, it is established that, within sixty days of the entry into force of the decree, the Ministry of Environment and Energy Security will approve, at the proposal of the GSE, the operating rules for access to the mechanism. And within 90 days, l'Autorità di Regolazione per Energia Reti e Ambiente ( ARERA ) will have to define the reference tariffs.
