A year ago, Minister Andrés Camacho took over the Ministry of Mines and Energy , with significant progress in the Energy Transition.
In this regard, the following achievements stand out:
- 6GW Plan.
This plan aims to reach 6 GW of installed capacity in Non-Conventional Renewable Energy Sources by 2026 in the country.
At the beginning of the Government of Change, the country had 166 MW of non-conventional renewable energy in commercial operation.
Accordingly, we have achieved:
- We have more than 1.2 GW of NCRE in commercial operation, 10 times more than we had when the government started.
- We have over 1.8 GW of non-conventional renewable energy (NCRE) capacity injecting energy into the National Interconnected System. The Reliability Charge Auction, established by CREG resolutions 101 024 of 2022 and 101034A of 2022, concluded on February 16, 2024.
The firm energy obligations allocated were 4.4 GW for new solar plants (99%).
- Together with ANLA, we obtained the environmental license for the second phase of the Colectora project, allowing progress in the construction of the new Colectora 500kV substation and the power line in the Colectora (La Guajira) and Cuestecitas (Cesar) section.
This will allow 2.3 GW of energy to be connected to the National Interconnected System (FNCER projects in Cesar and La Guajira), representing 6% of the installed capacity and 9.6% of the country's peak demand.
- Energy Communities.
With this program, communities across the country will be able to generate the energy they consume through bioenergy projects, solar energy, or small hydroelectric plants, addressing the specific needs of their populations.
More than 18,000 applications were received for Energy Communities across the country.
Today, 2,475 communities have been identified and validated, of which 1,000 have been prioritized and will be built by the government of change.
To date we have inaugurated:
- 23 Energy Communities in Chocó.
- 3 Energy Communities in Guainía.
- 2 Energy Communities in Sucre.
- 1 Energy Community in Tolima.
- Energy Municipalities and Territories.
- Investment: 20 billion
- Beneficiaries: 1350 users
- Number of Panels: 3094
- Capacity: 1423kWp
- 15 will begin construction in the second half of 2024.
- 1.6 trillion FINDETER online financing investment for renewable energy generation parks.
- Connected Users.
- Electric mobility.
More than 400 km of electrified roads for electric cars connecting Cali and Bogotá.
- Offshore wind power.
- The Ministry of Mines and Energy, together with the General Maritime Directorate, issued resolutions 40284 of 2022 and 40712 of 2023, which regulated the development of offshore wind projects through a competitive process.
In an area of approximately 12,000 km2, encompassing the departments of Atlántico, Bolívar, Sucre and Magdalena, areas with a maximum size of 270 km2 can be nominated for wind energy production.
- The target installed capacity in the awarded areas is estimated to be between 1 and 3 GW.
The investments could reach more than $1 trillion and will generate more than 4,000 jobs per project.
- Hydrogen.
At the Regulatory level:
- We are working on regulations that will create incentives for green hydrogen production in the country. www.minenergia.gov.co
- The decree for certification of origin, intersectoral technical committee, streamlining of procedures and information systems was published for comments.
- Mining Districts.
We have promoted mining formalization programs benefiting more than 2,000 miners through the delivery of 53 concession contracts and 52 mining formalization subcontracts.
- Efficient management of the El Niño phenomenon. Thanks to the management of the Ministry of Energy, we overcame the El Niño phenomenon without any rationing.
During the declaration of the El Niño Phenomenon, 36 sessions of the Energy PMU (CACSSE) were held, in which the climatic situation was constantly monitored to meet the country's energy demand.
Together with the Superintendency of Public Services, we conducted visits to companies and reservoirs to review technical aspects.
We injected more energy into the system; between January and July 2024, 33 solar parks came into operation, which helped strengthen the country's generation matrix during the El Niño phenomenon.
Additionally, thanks to resolution 40132 of 2024, the FNCER operated at their maximum capacity, and, through decree 484 of 2024, the availability of natural gas was enabled for the demand of electric gas during low hydrology events.
