The Mexican Association of Hydrogen and Energy Transformation (H2México) recognizes the incorporation of green hydrogen within the Development and Strengthening Program of the Federal Electricity Commission (CFE) 2026-2030 , and the inclusion of hydrogen and energy alternatives in the Hydrocarbons Sector Development Plan (PLADESHi) , as a relevant sign for the development and consolidation of new technologies within national energy planning.
The document includes, within the mixed expansion schemes, a 20 MW green hydrogen project , along with photovoltaic solar, wind, geothermal, concentrated solar power, and cogeneration projects. This inclusion represents an important step in incorporating hydrogen into the portfolio of technologies considered for the expansion and diversification of the National Electric System (SEN).
For H2México, the significance of this recognition transcends the specific capacity envisioned in this stage. The inclusion of green hydrogen in a CFE planning instrument helps to highlight its potential as an emerging technology within the country's energy transformation and opens opportunities to continue developing capabilities, projects, and associated value chains. Israel Hurtado , CEO of H2México, states: “The inclusion of green hydrogen in CFE's planning represents a positive sign for the development of new energy technologies in Mexico. Beyond the capacity envisioned in this first stage, it is important that hydrogen is part of the vision for expansion and technological diversification of the electricity sector. At H2México, we will continue to promote the necessary conditions for this energy vector to scale up and contribute to the country's competitiveness, energy security, and decarbonization.”
An expansion with a predominance of clean energy
The incorporation of green hydrogen is part of a broader expansion program. CFE's 2026-2030 Development and Strengthening Program includes 72 generation projects, equivalent to 24,083 MW and an investment of 492,299 million pesos (Figure 3).
Of this total, 52 projects correspond to the expansion, with a capacity of 18,597 MW and an investment of 467,299 million pesos. This expansion includes projects under mixed schemes and CFE's own projects, with a significant participation of renewable technologies.
The plan calls for the installation of 15,203 MW of renewable capacity , including solar photovoltaic, wind, concentrated solar power, and geothermal technologies, among others. This addition represents a substantial portion of the new capacity planned for the period and reflects the growing role of clean energy within CFE's expansion strategy.
Likewise, the share of renewable energy in CFE's generation is projected to increase, rising from 21% in 2025 to 34% in 2030. This evolution is part of a strategy aimed at diversifying the energy mix and increasing the share of technologies with a lower carbon footprint (Figure 2).

Storage and infrastructure: enablers of the energy transformation
The increasing integration of renewable energy generation also poses new challenges for the operation and reliability of the National Electric System. In this context, the Program highlights the importance of strengthening the electrical infrastructure and incorporating technologies that allow for the reliable integration of new capacity.
Energy storage becomes relevant in this process as a complementary technology to manage the variability of sources such as solar and wind, as well as to contribute to the stability and flexibility of the system.
While the Program does not establish a specific energy storage capacity, its integration is part of the technological context associated with the incorporation of new renewable capacity and the strengthening of system reliability. This effort is complemented by a significant expansion of transmission infrastructure.
For the period 2026-2030 , 175 projects and an additional 7,545 kilometers of transmission lines are planned, with investments aimed at modernizing and strengthening the electricity grid. This infrastructure will be fundamental to supporting the growth of renewable energy generation and facilitating its integration into the National Electric System (SEN), particularly given an energy mix with an increasing share of variable sources.
Hydrocarbons Sector Development Plan: New Technologies for Decarbonization
The Hydrocarbons Sector Development Plan (PLADESHi) incorporates the energy transition and decarbonization as part of the sector's transformation strategy. Within this framework, the document identifies green hydrogen as a potential driver of industrial decarbonization, through its production via electrolysis powered by renewable energy. According to the Plan, Pemex will be able to evaluate various technological alternatives to optimize costs and resource availability, with potential applications in internal processes, renewable fuel production, and CO₂ capture and utilization schemes.
These initiatives are part of the strategic projects identified in the PLADESHi (National Development Plan for the Aviation Sector). The Plan also includes the development of sustainable aviation fuel (SAF) through a value chain that includes the installation of a biorefinery to transform raw materials such as ethanol into biojet fuel. The goal is to achieve a target market share of 5% for SAF in national aviation fuel consumption by 2030, contributing to the diversification of Pemex's revenues and the decarbonization of the aviation sector.
Both green hydrogen and SAF are part of a broader strategy aimed at incorporating clean energy and technologies with lower environmental impact into hydrocarbon value chains.
Mexico's Energy Transformation
The Program proposes that CFE increase its share of electricity generation, incorporate clean energy sources, strengthen infrastructure, and maintain financial sustainability. Complementarily, the Hydrocarbons Sector Development Plan includes green hydrogen, the SAF (Sustainable Fuel System), and other technologies as part of a transformation and decarbonization strategy. The integration of renewable energy, storage, grid modernization, sustainable fuels, and new technologies will be fundamental to building a more diversified and sustainable energy system. For H2México, the inclusion of green hydrogen in CFE's and the hydrocarbons sector's planning represents an opportunity to strengthen the national ecosystem and develop projects in the electricity, industrial, energy, and transportation sectors. The next stage should focus on creating the regulatory, financial, technical, and infrastructure conditions that allow these technologies to be scaled up and contribute to Mexico's energy security, competitiveness, and decarbonization.
