Guatemala is entering a new phase in its energy policy with the appointment of Erwin Rolando Barrios Torres as Minister of Energy and Mines , as previously reported by Energía Estratégica . This change comes as the country moves forward with preparations for the PEG-6 generation tender, the PET-4 transmission tender, and discussions on Bill 6665, projects that will significantly shape the development of the electricity system in the coming years.
The change in leadership also comes after a PEG-5 tender that sent positive signals to the market. The tender resulted in awards with single-unit prices close to USD 101/MWh and solidified interest in hybrid solutions that combine renewable generation with storage, raising expectations for upcoming processes promoted by the Ministry of Energy and Mines (MEM).
In that context, various actors in the sector believe that Barrios' arrival guarantees technical continuity, although they warn that his influence will not be the same in all tenders due to the powers that the MEM has in each of them.
For Edgar Rigoberto Grotewold de León , a lawyer and notary specializing in commercial contracting in the electricity sector and public and private tenders, the appointment was a response to a scenario that was already expected within the institutional framework of the Ministry.

"In the sector, this was already a predictable change and it fits with what has happened previously in previous governments where the deputy minister replaced the minister," he stated.
The expert noted that Barrios is not arriving as an official unfamiliar with the electricity market. His career includes stints at the National Electrification Institute (INDE) , the General Directorate of Energy , the Vice Ministry of Mining and Hydrocarbons, and Enérgica SA , the construction subsidiary of EPM Guatemala —experience that, in his opinion, gives him a deep understanding of how the sector operates.
"Erwin Barrios' career in the sector is long and technically extensive, including his time at INDE and where I met him, at Enérgica SA, the construction subsidiary of EPM Guatemala," he said.
Beyond the change of minister, Grotewold explained that the MEM's influence will be different in each of the bidding processes, an institutional difference that he considers key for those analyzing investing in Guatemala.
"In PEG-6, the MEM operates as a framework of guidance on which the National Electric Energy Commission issues the terms of reference," he explained.
However, he specified that "in PET-4, the MEM itself is responsible for the direct preparation of the bidding documents, so that there the management of engineer Barrios will have a more immediate impact on the pace of structuring the process."

The difference is significant. While PEG-6 will define the incorporation of new generation capacity to meet growing demand, PET-4 will be responsible for expanding the transmission infrastructure needed to transport that energy to consumption centers.
For that reason, the specialist considered that the market should pay more attention to institutional functions than to the change of authorities themselves.
"For generators and companies evaluating their potential participation in PEG-6 or PET-4, this institutional distinction matters more than the change of name in the dispatch," he indicated.
A technical profile with political experience
In addition to his technical background, Barrios arrives at the Ministry after serving as Vice Minister, a position from which he actively participated in regulatory and legislative discussions related to the energy sector.
Grotewold emphasized that this political experience can be crucial in accelerating pending projects.
"In his role as deputy minister, he has had to expose himself and debate issues with various congressional blocs, which gives more relevance to the issue of political interactions," he noted.
Along those lines, he argued that the change aims to inject more dynamism into initiatives that are currently attracting the attention of developers, transporters, and distributors.
"I believe the change aims to bring more dynamism and agility to important issues for the sector; I understand this to mean the PEG-6, the PET-4 and the 6665 bill being discussed in Congress to refine and prioritize electricity transmission with more effective and clearly more agile regulations," he remarked.
The challenge of sustaining the momentum left by PEG-5
The new leadership of the Ministry of Energy and Mines (MEM) will take office in a different scenario than in previous years. The PEG-5 auction was characterized by a highly competitive process, with prices below market benchmarks and a strong participation of renewable energy projects at 73%, where solar energy with storage led the way with 671 MW , a technology that various analysts project will be a key player in upcoming auctions.
Adding to this scenario are the announcements made during the Future Energy Summit Guatemala , where energy authorities anticipated the launch of PEG-6 and PET-4 as part of the roadmap to strengthen both generation and the expansion of the transmission network.
Given this context, the market's main expectation is not only about the change of names within the Ministry, but also about the new management's ability to maintain the technical continuity of energy planning and accelerate processes considered essential to guarantee new investments and support the country's growing electricity demand.
