Pacifico Energy filed an investment declaration for more than USD 1 billion to advance nearly 2.8 GW of offshore wind in South Korea , concentrated in the Manho and Jindo Baram projects.
Manho will have a capacity of 990 MW , while Jindo Baram will reach 1.8 GW . Both are part of the Jindo offshore wind cluster, a 3.2 GW platform being developed by Pacifico Energy Korea off the coast of Jindo County, in Jeonnam-Gwangju.
The announced investment will be allocated entirely to these two initiatives, which constitute the second and third phases of the complex. The first corresponds to Myeong Ryang, a 420 MW project , which was already included in a previous investment declaration made in 2024.
The new commitment was presented to South Korea's Ministry of Trade, Industry and Resources during a U.S. investment ceremony held on September 3 in Washington, D.C.

The event was attended by Minister Kim Jung-Kwan and Seung-Ho Choe, representative of Pacifico Energy Korea and the company's global head of offshore wind.
The move comes after Manho and Jindo Baram were selected in August as the sole developer projects of the government-designated 2.13 GW Jindo Phase 2 integrated offshore wind energy cluster .
Both projects had previously submitted applications for electrical activity licenses, which are currently still under review.
“ Pacific Energy Korea’s offshore wind project portfolio will supply clean energy to bolster Korea’s export competitiveness, while building key infrastructure to support the semiconductor cluster and industrial complexes ready for the RE100 initiative in Jeonnam-Gwangju ,” Choe noted.
A 3.2 GW cluster off Jindo
The complete development of Pacifico Energy Korea is structured in three phases.
Myeong Ryang, with 420 MW , is the first block and has already obtained its electricity operating license. It has also completed a preliminary environmental impact assessment.
Manho, at 990 MW, and Jindo Baram, at 1.8 GW, represent the next stages and concentrate the new investment announced by the company.
Together, the three projects raise the cluster's capacity to 3.2 GW , consolidating Pacifico Energy as one of the developers with one of the largest offshore portfolios in that market.
The company also seeks to link these assets with the country's industrial demand, especially with electricity-intensive sectors and with companies pursuing renewable energy supply goals.
The announcement also reinforces South Korea's commitment to accelerating the development of offshore wind power and supporting that expansion with large-scale private capital.
With over USD 1 billion specifically committed to Manho and Jindo Baram , Pacifico Energy is thus taking another step to bring almost 2.8 GW of additional capacity into more advanced phases within its 3.2 GW cluster.
